请教买 Computer 的问题

My computer is too old and I am going to buy new one .
I have two questions here,
1) I found two systems and the price and faction they have are almost same ,but the one is Intel and the another is AMD Semprom, I want to know if Intel's CUP is always better than AMD?
2) I don't know what is “ Read & writing – DVD’s +CD” ? Is it as same as DVD rewriter ?
