cannot install office 2003 or office xp

I am try to install the office 2003 or office xp in my new laptop netbook computer. but it can not. it show this message. " the windows installer service could not be accessed. this can occur if you are running windows in safe mode. or if the windows installer is not correctly installed." I am run as safe mode, window xp pro run under administrator. if someone can help me. thanks.
