upgrade win98se to chinese ME?

a friend gave my parents have an old english win98se pc, i wish to upgrade it to chinese ME so it will be easier for them to use. however run the setup in my chinese ME cd failed for some lanuague related problem and suggested reformat/repartition(i forgot exact words). does anyone know any quick simple way? many thanks,
