outlook plain text encode problem

I got the problem when I receive the plain text message in Outlook 2003, which displays not perfect, full of question mark"?". like below:

I think I will be with you around 12.00 (mid-day) I hope that is OK.

I will try to stay somewhere near ¨C perhaps we could have a meal together in the evening?? Even a few Beers?

anybody helps me out this problem.
