How to deal with this trouble on my computer

could you tell me how to solve the following trouble incurring
on my computer:

can restart it, but in next step there is nothing happening after I press " Ctrl + Alt + Delete ", which is followed exactly as instruction appearing on screen after restarting the computer.

a way i tried (which even succeeded three times in the past several weeks): as long as restarted it, pressed F8, or constantly tapped F8. =====> the goal is to Safty Model to solve this trouble.

final results: failed.

my computer is windows 2000.
