XP admin account IE open slow, others OK ?

Hi there,

My XP has two accounts, one called Owner which is an admin account. Recently
I found it very strange that every time I open IE, I have to wait for 30 second to get connected to Internet. After that everything seems OK. But still
not quite stable, Internet connection on and off. Even strange is that if I
logout from Owner and login to "Guest' account (not admin), IE open right away
with Internet connection, it also seems more stable.

Any idea why it behave like this? Virus?
