got symantec virus warning!

It happens to my wife's computer. a popup window by symantec anti-virus program would appear every minute and says a new infected file is found. the file is alway OPEN_ME.exe. the location is alway one of the document folder. It seems cannot get rid of it for good. The same virus would come back everytime when antivirus report it has been quarantined. Is there a hidden program is 'making' this virus on this computer? How to get rid of it.
