I am using Ulead since Ulead 4.0 Express Edition. You can specify any format of mpeg files, there are some templates you can select such as:
NTSC DVD
NTSC MPEG2 (and 1)
NTSC VCD
NTSC SVCD
PAL ... (repeat above)
you can also define (or specify) any format if you know the format.

From the details of formats, you would know that the size for SVCD is 480x480, for VCD 352x280
DVD or Mpeg2, the size is 720x480.
