Never tried IE 7 myself so far, but two (or multiple) iexplore.exe processes normally means you have opened twice the IE. Sometimes, even if the IE window disappears, the process itself may not go away. That's why when you end one (whose associated window might have already gone), you can still browse (but if you end the remaining one, I bet you will not be able to browse any longer :-).
