sql server memory

Hi, Experts
I have a sql server 7 on NT4.0 box.
2GB memory for the server.
Recently we can not do tape back up during the night.
we check CPU load is normal, but memory sql sever process
uses up to 1.5 GB of the 2GB. Is this normal?
It used to not take that much.
And the biggest database on that box is only 400MB.

Any advice.
