干洗店，排出的污水污染了土壤。建筑商采取措施在地基下加盖了隔离层，还用管道输走土壤里的废气。

经过这些措施，房屋通过了有关机关的检查和审批，允许上市出售。

这种情况常见吗？属于deal breaker 吗？听说很多建在过去的商业区的民宅存在这些问题。
