I think the most important question you are facing now is not your financial liability if your daughter gets into a car accident. The most important question is, whether your daughter can survive next drunk-drive car accident.

If I were you, I would go to CA right now. Talk to her teacher; Talk to school; Talk to grandma; Talk to police. Find out what you can do for your daughter. I don't think her graduating from a "good school" on time is important. She may even needs a special school. You really need to do something for your daughter before it is too late.
