今天收到Property Damage Release, 只赔偿几千块，而且还免除了对肇事方和保险公司未来所有的损失索赔。

1.是不是不签这份协议，直接起诉，起诉肇事方？还是肇事方和对方保险公司？

2还是在签这份协议前，与肇事方商谈，获得损失差价？可能吗？
