问个电炉子不加热的问题

有电，面板上的灯在电路按钮旋转到开的位置是了亮的，但是电炉上的heating elements 不加热。 昨天租客开了一会儿电炉，就坏了。是不是fuse 烧断了？还是别的问题。好修吗？谢谢。
