好像只有我这么说---舞霾是中央集权的结果，也只有舞霾，才能治理中央集权！

污染，超过了大自然可消化程度，越积越多。

唯一的解救办法，就是改弦更张，分权！！

让住民，工厂，政府等分散，而不是聚集到全省的首府和全国几个所谓的一线大城市。
