If you still have Chinese ID and residence book although

you have US passport, you can pay Chinese medicare now and use it late. My friend does that, of course he didn't tell he was US citizen when he applied to join the medicare system. Also the system also counts how many years you have worked in China(if you had worked before you come US), basicall you need to pay to make up the required working years
