外甥女申请自费计算机硕士。现在申请困难么？

外甥女在一个985/211学校，高考省前3000名。她GPA 90 Out Of 100分，班级32人第4. Toefl考的不理想，91分，GRE 也不是很理想。想问问现在她的情况能申请到前30名大学么？
