不同国家有不同"闹"的方式

中国的方式是打斗，马路上，巴士上，飞机上，基本上谁出手，谁闹得凶，谁就得益。

这个国家讲究民主，法制，反恐。 所以，不能在大街上打斗，更不能在飞机上有理取闹。

对不满意的事情，可以采取集会、罢工等手段。

今天芝加哥学校的教师罢工就是一个例子。  这个城市几乎与所有其它大城市一样，这么些年拖下来，财政漏洞越拖越大。 要cut budget deficit，就需要有discipline， 需要民众理解政府，勒紧裤腰带，共同度过难关。

可是当了家、做了主的人民不愿意啊，上街闹闹，政府也奈何不得。  有了民主，缺了集中，最后政府一定继续让步，赤字一定继续 piling up。

这个问题在这个社会，无解!
