In 鄂尔多斯，there are 6 houses/apartments for every resident.  There is no way to sell those houses/apartments.  People from outside have no interest moving to that city either because even though the houses are left empty there, other service items (supermarkets, hospitals, etc) are not there (well, there is no such demand).
