Rules and regulations are not set up to stop people from breaking them, in fact no country or government can enforce them to the very last wrong-doer.  They are meant to discourage people from trying because of the potential consequences. 

Therefore if in a country where people feel there will be no consequences or they can point to others as being more wrong than they are and justify what they are doing, then these rules and regulations are meaningless.
