Disagree! I graduated from this kind of university and have lots of classmatre working in that area (suc as 军机的发动机, misseles, etc) as headers or key technical staffs, but I know their levels are so-so.
Most of time, they bought or stole others' products/weapons, and then try to learn or copy them.
