PloS One (public library of science), a large online journal, uses community editors from around the world.
I joined the editorial board in 2008. PLoS One publishes papers in biology and medicine (impact factor 4 plus, top 25 percentile).
I roughly counted the number of academic editors (AE) in the board.
Chinese scientists in US and Canada (pingying name) =55; PRC = 10
北美华人学者:国内学者 board members = 6:1
Hong Kong = 27
USA+CANADA : CHINA (including HK) = 55:37.
The percentage of AE is much higher in US and Canada for Chinese born scientists.

Academic editors are volunteers (no financial reward). But they can contribute at least one paper per year to the journal.
