Based on what you said "可是终于要上高中了，我跟他们说，要搬家了，孩子得多失望", it sounds like that you haven't told your kids.  So, you don't know what their true response would be.  If 两个孩子都是 truly 知道自己想要什么的人, why don't you ask them first?  It should be a family discussion isntead of the a blind post here at WXC.  Your family should sit down together and weigh the pros and cons.  One of the possible pros for your elder kid is that his/her experience in China over the next few years may actually open his/her eyes to the world and help him/her get into U Penn.
