more than 80% of China population are farmers, GCD didn't have to share power. Now GCD controls much less (many private companies are not under GCD control, they can hire/produce whatever they want, not like 30 years ago), and farmer population is reducing rapidly (China just started to industrilize in last 20-30 years, judging from the reducing of farmer population from more than 80% to ?), GCD has to share power with rising middle class.
