chinese has been promoting/requesting 民主 at all the time

It does not mean US style 民主, Japan style 民主, or Russian style 民主. They want China style 民主 RIGHT NOW, not when economy/education reaches some who-knows-what level. They want more open and accountable government, they want more justified wealth distribution system, they want more freedom to travel and settle, etc.

They do not need "elites" from foreign countries and/or ruling parties a like to tell them what 民主 they should have/have not, when to have/have not.
