现在普世人权已经更进步了，兄妹乱伦都是“基本权利”, 中国赤脚都赶不上

据德国《图片报》25日报道，德国道德委员会24日公开表示，兄妹乱伦不应受到法律惩罚，这在德国引发极大争议。
　　报道称，道德委员会认为，兄弟姐妹之间发生关系是人的“基本权利”，刑法不应该处罚这种行为。同样，若不是亲生兄妹，即便另一方是未成年人，法律也不应该判其违法。原因在于，“这些人的处境已非常困难，如果再遭受法律惩罚，会增加额外的压力”。
　　对此，德国政府一名发言人提出尖锐批评，认为该建议骇人听闻，政府不可能接受道德委员会的建议。他表示，“乱伦不是没有后果的犯罪行为，它会让孩子患上遗传性疾病，甚至变成残疾，取消法律制裁是绝对不允许的”。黑森州司法部长也认为，欧洲人权法院也禁止乱伦，法律没有必要做出改变。
　　英国《每日电讯报》24日报道称，兄妹乱伦在英国和其他大部分欧洲国家都属非法行为，只有在法国，拿破仑一世于1810年废除了惩罚乱伦的法律。如今，德国社会越来越关注这个“社会禁忌”。据德国马克斯·普朗克研究所统计，2%到4%的德国人曾有过乱伦经历。

Laws banning incest between brothers and sisters in Germany could be scrapped after a government ethics committee said the they were an unacceptable intrusion into the right to sexual self-determination.
“Criminal law is not the appropriate means to preserve a social taboo,” the German Ethics Council said in a statement. “The fundamental right of adult siblings to sexual self-determination is to be weighed more heavily than the abstract idea of protection of the family.”
