回国可以申请临时驾照和租车吗？

听有人说入关时就可以申请临时驾照，我记得以前好像不承认外国驾照的，现在政策改了？美国倒是好像可以临时用国外或国际驾照开一个月。如果可以的话我也想申请一个，不过国内车流量这么大，恐怕上路心里也没底，不如打车或包车。
