很烦恼，请大家帮帮忙

第一次车被人撞了, 不知道该怎么处理， 警察的accident report说：

Vehicle 1 driver was backing out of parking spot and struck vehicle 2 (unoccupied) which was parked in what vehicle 2 driver believed was a parking spot. Vehicle 2 was parked in a location with a curb stop, but was not an actual parking space (unclear pavement markings). No injuries sustained.

两个车都有摩擦，请问这个情况是哪个车的错，Accident report 上也没有明说。我是vehicle 2. 是不是因为我也有错，就只能自己花钱修自己的车。
