如何确认里程？由哪个权威机构来确认？

税如何收？如何计算？线性还是非线性？对什么样的人有抵税优惠？

里程表坏了怎么办？如何防止里程表造假？也许这个政策能催生一个新地下产业：里程表改动。车走10迈，表上走5个字。
