The one I had acted like this didn't have ABS and it was worst than the one has ABS, EBA, E this and that, E every thing.

It is doesn't make any sense by locking up the wheels to self check. It is the hand brake parking shoes or the cable got rusted and stuck, as soon as it got loosened it should be ok, but it doesn't hurt to check for any drags on the rear wheels.
