拿了speeding的ticket,怎么办？

在限速70mile的高速上拿了超速80mile的ticket,在加州。问题是一年以前拿了非speeding的ticket，上了驾校,是不是18个月以内拿了两张ticket,就不能上驾校了？speeding ticket 怎么appeal比较好？非常感谢
