关于买新车的三个问题

1．    运输车的费用谁出？
2．    税谁出？
3．    There is 0%APR deal. But I have to sign the contact to buy the car
first, and they will determine whether to approve 0% APR based on my credit
history. Then what happens if they disapprove APR after I have singed car-
buying contact?
