Check idle air control valve. When it gets to more than 10 years old, usually a lot of dirt will accumulate on it. I had the same problem on my 2001 Avalon. Finally had to call AAA to toll it to a repair shop one day. They asked $400 to fix. Paid to have the part replaced.(part $250 labor $150). Later I checked on YouTube, all you need is $5 cleaner and 15 minutes.
