what is the difference:Acura RDX basic and Tech package

Just want to buy anew small SUV for north winter, how about Acura RDX 2014, they have basic package: invoice $33,500, MSP $35,120; Tech package: $39,920; I am not a fan of car, just want to daily use to work, most of the function of the car I never use or know how to use, please advise:

1. Any other type of smaill SUV as choice?
2. For thei RDX, what is the price I should ask for when I talk to the dealer?
3. Any trick I need know when I buy a new car?
