If you never re-surfaced rotor before, how can the rotor become too thin?  I don't think normal wear can do it.  Your rotors should be able to withstand a couple of re-surfacing.  My only concern is the smoothness of the rotors since it will cause vibration and it's scary.  If you can change the pads by yourself, just change it without re-surfacing and see how it performs.  If they vibrate, you can send the disc to some shop to re-surface and it cost about $10-15 a piece.  If you can't find place to re-surface, just replace by your self with new rotor since disc rotors are not particulary expensive.
