You really don't need a water tight test. Just put the valves back to the seats and use a flash light at the intake and check and see if you see light coming through.

You may have to use drill to turn the valve on the seat to clean the carbon deposite on the valve and the seat. Use some grinding paste. This is hard and tedious job. I wonder WHY you don't buy an used engine instead?
