sometimes people just can't make a correct argument...

"......但这时横线是绿灯，若远处来车高速穿过绿灯撞到你，责任就是你的........" "......绿色信号灯的含义是通行。但通行之前应避让已经进入交叉路口的车辆、脚踏车和行人.....". Can anyone explain how both statements make sense at the same time?
