我被dmv黑了钱

不知有没有人和我有类似的情况。

2005 年我搬出加州，车也运走了，
2009 年我回到加州，车回来了，
2009年的california tax refund 扣了我1000多 for the registration fee from 2005--2009.

refund application 已经寄过去3个月，石沉大海， 打了几次电话都是官僚口吻。什么information 也没有，就叫我等。 仿佛又回到那时等绿卡security check 的时候一样，6 个月又6 个月，其实他们就是什么也没做。


我该怎么办呢？有没有人和我有类似的情况，等多久呢？

另外也提醒大家，搬车一定要告知dmv.
