You pay the tax to the state your car will be registered. Dealer may charge tax based on your home stae tax rate and cut a check of the tax amount to your state Department of Motor Vehicles. DMV will notify yiu when paperwork from the dealer is complete. You can do maintanance at any Volvo dealership.
