Replace brake fluid is important?

dealer/garage suggest to upgrade my car's service level so that they will replace brake fluid with an extra £100 cost to me?
I had 10000 miles since last service, but that was 3 years ago.
Do I really need to replace the brake fluid? if it is essential, why it is in the top level service, not in the basic level?
