After car accident, who should I call?

This morning my car was hit by my neighbor. My wife was driving the car and stopped behind a school bus, which had a flashing stop signal. The car stopped on the street, but happened to partly block my neighbor's drive way. My neighbor started to back up his minivan from his driveway without looking behind him carefully. My wife honked to warn him, but he just did hear it and the accident happened.

My car's front-right side was hit by his rear bumper. His car is OK, but my car's passenger-side front door was damaged. He said he would give us his insurance information in the afternoon. We did not call police.

This afternoon, we exchanged insurnace infornation.

I think this is 100% his fault, so his insurance company should pay for my car's repair cost. Now I have three questions to ask the experts here.

1) Which insurance company should I call, mine or his?

2) What is the tipical procedure for insurance companies to process this kind of claims?

3) How do I estimate the claim amount? I understand that the repair cost should be covered. Other than that, is there some compensation to cover the loss of resale value of the car? My car is a 2007 Mitsubishi Outlander.
