check break switch first to make sure
the feed power to TCC solenoid is cut off when you depress the break pedal. there is a break switch adjacent break light switch or in some car these two switch assembled together. the break switch is used to feed B+ power to the solenoid that controls the torque converter clutch, TCC, oil circuit. when you press down the break pedal, the break light switch ON, BREAK SWITCH OFF, that cuts off the power to TCC solenoid, at this moment the TCC should be disengaged. if something in TCC control system is wrong, such the switch contacts stick together, TCC keeps engagement all the time that would cause the symptom as your car has.
