"Her first act of shifting into Neutral is excellent. And her resulting description of the engine "revving" up is exactly what should happen. Shifting into Neutral mechanically disconnects the engine from the transmission. The engine is no longer 'loaded' by the work of keeping the car moving forward, and the engine speed freely, and rapidly, increases. This is exactly what Mrs. Smith describes happening in her testimony.
Why didn't she stop? She would have, if she left it in Neutral. And she eventually did stop the vehicle. But by moving the transmission through all the gears, she's going to reconnect the engine to the transmission in any position other than Neutral. If she pulled it into a lower gear, the engine recouples and begins to drive the car forward again. Leaving it mainly in Reverse is questionable, but the powertrain ECM has safety overrides that prevent Reverse from being engaged under driving conditions. This prevents the destruction of the transmission, and possible loss of vehicle control, if the transmission lever is inadvertently moved into Reverse during normal driving.
What does it do, then? That's dependent on the specific programming in the ECM. It might leave the transmission in Drive, or engage Neutral. It could also leave the engine coupled to the torque converter. The bottom line is that leaving it in Reverse is not as effective as leaving it in Neutral."
