NHTSA: "We're not finished with Toyota"

关键点：
1. Civil penalty may be imposed on Toyota;
2. Inconsistence between what Jim Lentz said on Monday, and what was said by high ranking Toyota officials last year;

如果有一个没Recall的Toyota 再发生Unintended acceleration 导致人身丧亡，Toyota就要吃不了兜着走了。
