For the electricity leaking, this will work for you, do it step by step:
(1) Prep: Go to Radio shack and buy a contract switch, something like this will work (click)
(2) Prepare the solder stuff, and parallel wires
(3) Take the fuse out
(4) Solder the wires to the two ends of fuse shoes (the contacts)
(5) Lead the wires to somewhere in front of steering wheel so easy to touch
(6) Solder the wires to the switch
(7) Every time, when you turn off the car (say you come back home from work), turn the switch to off position. When you get on your car (for example in the morning), turn the switch to on position.
This way it will not leak out of power and you can still drive your car.
