请教：从外州搬到纽约，车保险的问题

搬到纽约后，就要换纽约当地的保险，纽约是不承认外州的驾照的，这就有个问题，在纽约没有纽约当地的驾照的情况下，车保险无法上，而外州的保险又要取消

这个问题怎么解决？
