请大家给讲讲如何在买二手车时使用"bill of sale"

我几年前卖我的车时并没有用这个，现在准备买二手车了有不少朋友建议用bill of sale。大家能否给些经验和意见使用它的好处及缺点等？

另外，在bill of sale中标注的价格是否为含税的最终价格？若是这样的话，sales tax应由谁来负给DMV呢？
