Yes, you can press brake pedal with clutch released,
But only to a certain degree because you have to keep
the rpm at least greater than idle rpm.

Usually, I press brake to slow down the speed without
depressing clutch. But sometimes I need to slow down
from 5th gear to 3rd or 2nd gear to make a turn.

At this time, I have to depress the clutch to change gear. If I do not rev the engine while pressing brake (heel toe), when I release the clutch to finish the
downshift, there will be a jolt because the engine rpm
is too low for the lower gear. It is kind like giving
the vehicle a unwanted "engine brake".

With my previous Civic, the heel toe was easy because
the brake and accelerator pedal is close and at almost
the same height.

This new wrangler somehow designed to have very high
brake pedal and low accelerator pedal. Making it really
had to perform the toe heel.

My current compromise is.

apply brake at 4th gear
depress clutch
shift to 2nd or 3rd gear
move the right foot from brake to
accelerator to rev rpm up
release clutch
move right foot back to brake
move right foot to accelerator when suitable

The only problem is the brake is not continously pressed. not as smooth as I wanted it to be.
