Radar photographed speeding ticket

Hi, All,

I recently received a radar photographed speeding ticket from Washington DC Police department. It says points will not be assessed to the registered owner for this violation. I am living in SC. It happened when I was driving through the exit of highway in DC area. It says the speed limit is 45mph and the radar picture shows I was driving at 59mph. Should I just go ahead to pay the fine ($50) or defend the ticket? If I pay, is there any consequence for the payment, such as insurance premium increasing?
