"Ideal" to me means:

Given a range of gear ratios inherent in the transmission's design, the transmission can achieve any such ratio infinitely efficiently.

BUT: The range of ratios itself cannot be adjusted on the fly. Otherwise you have a machine that can achieve infinite ratio with a finite amount of material. If you need to ask for a higher maximum ratio, it amounts to a redesign of the (still ideal) transmission.
